In the Philippines, when 13th month pay is computed, is December included in the computation?

So, say, the 13th month pay is released in NOVEMBER, and the employee has worked there since January, is it computed as (No. of months worked + December)/12*(base pay)? Which translates to 12/12*(base pay).

Or is it just 11/12*(base pay)?
